Legal Services
Help is available to individuals over age 60 with a comprehensive range of legal issues including wills, benefits, taxes, small claims court, landlord-tenant disputes, mortgage problems, consumer protection issues and abuse problems. Priority is given to consumers with the greatest need.

Behavioral and Mental Health Services
Although anxiety, depression and other behavioral and mental health conditions are common in older adults, they are not a normal or necessary part of aging. Various forms of treatment are available. In some instances, medication and counseling are appropriate. In other cases, the older person may benefit from home delivered meals, assistance with personal care or the socialization that adult day care services provide. If you are concerned about an older adult, help is available.

Elder Abuse & Financial Exploitation
Abusive situations involving the physical assault, neglect, abandonment or financial exploitation of an older adult may be reported to Philadelphia Corporation for Aging Protective Services Department 24 hours a day, seven days a week by calling 215-765-9040. Reports may be made by the victim or by a concerned relative, friend or neighbor.

Emergency Assistance
Emergency assistance programs are in place to help low-income older Philadelphians with urgent needs for food, housing and utilities. There are also special programs to help victims of crime.

Counseling and Assessment
Many organizations offer counseling, assessment and resources for a variety of concerns, including care management, substance abuse issues, relationship counseling, caregivers, HIV-AIDS, and victims of abuse.

Ombudsman Program
"Ombudsman" comes from a Swedish word meaning, "citizen representative," and is used to describe someone who represents the interests of others. PCA’s Ombudsman Program serves consumers of long-term care, including participants at older adult day centers, residents of nursing homes, personal care homes and domiciliary care homes. The program helps to ensure that the rights of these residents are upheld and investigates complaints received from residents and family members.
