Area Plan

Public Hearing Announced on Meeting the Needs of Philadelphia's Elderly 
PCA is holding a public hearing to obtain comment on its draft 2008-2012 Area Plan and on its proposed budget and programs for 2008-2009. 

The hearing will take place on May 15, 2008, from 10:00 to 12 noon at PCA, 642 North Broad Street, in the second floor auditorium.

The Governor’s proposed budget for the next fiscal year shows no increase for any human services, including aging services, and the PA Department of Aging (PDA) has not yet provided any allocation information for next year. Consequently, development of PCA’s proposed budget has to be based on an assumption of flat funding, with no increase projected for any programs.

This continues an unfortunate trend in recent years of either no increase, or very modest increases in funding and is making it much more difficult to maintain the current level of services at a time when the needs of Philadelphia’s seniors are growing.
 
The Public Hearing will begin with a review of key points in the area plan and the 2008-2009 budget documents and their impact on programs. The majority of the Public Hearing, however, is reserved for consumers, community advocates and aging experts to comment on the budget and to continue the dialogue that has occurred throughout the area plan process.  Every effort has been made to incorporate input from consumers and from a variety of professional perspectives into the development of the draft planning document. We welcome your thoughts about the fiscal challenges facing the aging network next year as well as your ideas and insights into our proposed goals and objectives and directions for the future. 
 
You may testify in person at the Public Hearing on Thursday, May 15th. or submit written comments to PCA by that date.  Register to testify by calling 765-9000 ext. 5075 by May 12th. 

Where possible, those presenting testimony will be grouped by issue area, in order to provide more continuity in the presentations. Written comments can be mailed to PCA’s Planning Department or emailed to beichwal@pcaphl.org

 
The Four-Year Area Plan for Aging Services
The Philadelphia Corporation for Aging, as the Area Agency on Aging (AAA) for Philadelphia County, is mandated by the Pennsylvania Department of Aging (PDA) to produce a four year "area plan" for aging services. The plan is required to:

-Assess the present and projected needs of the elderly
-Establish local priorities in concert with State and Federal requirements
-Develop appropriate objectives
-Identify related budgetary implications. 
 

The current Area Plan was approved by the PDA and became effective July 1, 2004.

A new Area Plan is presently being developed, and will be submitted to PDA in June, 2008.
