Program Management
The Program Management Department coordinates and manages contracts with providers of Philadelphia Corporation for Aging’s (PCA) many community-based programs. Despite their variety, these programs all have one element in common; the opportunity they bring to Philadelphia's elderly to add value and enrichment to their lives.
The Department also coordinates with the Long Term Care Department in managing the fiscal and administrative aspects of the subcontracted portions of the Family Caregiver Support Program (FCSP). Other duties include providing technical assistance; developing service specifications and Requests for Proposals (RFPs); monitoring and evaluating provider performance.

Services include:
This program helps adults over 60 to understand their health insurance options and coverage. Specially trained APPRISE counselors provide reliable, easy-to-understand information about Medicare, including Part D; Medicaid, Medigap and private insurance programs such as long term care.
PCA supports 25 senior community centers and 14 satellite centers where seniors can engage in physical activities, health promotion, cultural and educational activities, volunteer opportunities, socialize and enjoy a meal.
This program provides information, education, skill building, screenings and support to help older adults develop healthy and safe lifestyles. The programs take place primarily at senior community centers, and focus on the following priority areas: alcoholism; chronic disease management; exercise and nutrition; injury prevention; medication management; mental health and depression; and urinary incontinence.
More than two million meals are provided annually through PCA’s Congregate Meals program at senior community centers and satellite centers, and through the Home-Delivered Meals program. PCA’s Meal Distribution Center at 2810 N. 17 Street distributes hot and frozen meals to home-bound consumers throughout the city. PCA also supports a number of other meals programs in the city.
PCA subcontracts with legal services providers who conduct education workshops and assist individuals with wills, benefits, taxes, legal disputes, mortgage problems and abuse problems.
Mental health counseling, staff consultation and support groups are provided at designated senior community centers.
PCA funds and coordinates a variety of programs which offer seniors an opportunity to share their knowledge, experience and companionship. The Retired and Senior Volunteer Program matches adults age 55 and over with non-profit organizations where the volunteers can provide support. The Senior Companion Program trains low-income adults to provide companionship to frail older adults; the companions are trained, and receive a small stipend. PCA also supports several employment services which help seniors find full and part-time jobs, offer career counseling and computer skills training.
Based in five senior community centers, this program offers short-term assistance to homebound consumers age 60 or over who need home support, meals, transportation or a senior companion in order to return to independent living.
In collaboration with the Pennsylvania Department of Agriculture and participating markets in the city, PCA distributes free produce vouchers each summer to eligible Philadelphia residents to improve nutrition and eating habits.
PCA provides transportation assistance through the statewide Shared Ride Transportation Program, and Attendant Transportation Service, to enable older adults to get to senior community centers, adult day care centers, medical appointments and shopping areas.
