The Chief Planning, Development and Government Relations Officer oversees a broad range of research, planning, commmunications and marketing activities. Planning & Development consists of the following functions:
PCA’s research staff collects and disseminates data regarding the city’s elderly and evaluates new and existing programs to determine their impact. The department collaborates on university-based research studies designed to create programs that improve the lives of seniors.

The Planning Department analyzes and disseminates information about programs serving the elderly, and issues impacting their health and well being. The planners conduct a four-year community planning process, resulting in the comprehensive Area Plan for Aging Services, which describes demographics of Philadelphia’s older adult population, their service needs, and a plan of action to meet them.

PCA maintains a resource library of 3,700 books, 100 journal titles and 300 videos on gerontological topics which is open to the public. Access to AgeLine, Medline and other databases is included. The library staff responds to information requests from PCA staff and community members. The PCA Library is a member of the National Network of Libraries of Medicine. In collaboration with the Communications Department, the Library produces the electronic PCA News Bulletin five days a week.

The Training Department delivers knowledge- and skill-building programs to PCA employees and members of the local aging network. Training categories include: gerontology, supervision and management, direct services, clinical topics, and instruction in emergency techniques.

This department produces and distributes print, broadcast and web-based information about PCA services for older adults, their families and caregivers; and for professionals in the aging network. This includes the PCA website; print brochures and newsletters; the monthly Milestones newspaper; and the weekly Milestones e-news. The department monitors government legislation pertaining to older adults and issues position papers and public testimony; and works with media outlets to promote coverage of information and news of interest to older adults.

This department develops corporate and community relationships; increases visibility and awareness of PCA services; and broadens and enhances the agency’s revenue streams through fundraising events and promotions. The department also produces a variety of annual events for senior citizens.
