PCA is the largest single funding source for aging services in Philadelphia. Through contractual relationships with community agencies, PCA creates standards for services and coordinates the provision of a wide array of older adult services. These contracts are administered by two PCA departments, Business Administration and Program Management.
Business Administration oversees contractors serving PCA consumers in the home. The department develops service specifications, issues Requests for Proposals and monitors and evaluates provider performance. In addition, contract managers also negotiate contract costs and services and process all applications necessary to certify providers. To ensure high quality of care, contract managers perform regular, on-site monitoring of these programs, analyze reports and surveys, and determine any corrective actions needed.
