PCA’s mission is to improve the quality of life for older Philadelphians or those with disabilities. This is accomplished by assisting them to achieve optimal levels of health, independence and productivity in the community and in institutional settings.

PCA carries out this mission through five major functions: planning, advocacy, program development, service coordination and delivery and the  accountable administration of public and private funds to purchase these services.

Founded on the principle that older persons have the right to plan and manage their own lives, PCA seeks ongoing input from consumers. We acknowledge the dignity of all older people and respect their racial, religious, sexual and cultural differences.
