This last resort crisis assistance program offers assistance to Philadelphia residents age 60+ whose income is within 175% of poverty.

A nonprofit social service agency whose mission is to provide services that help individuals and families be self-sufficient and neighborhoods be safe and supportive communities.
Emergency Heater Repair Hotline (operated by ECA)
Year-round program aids low-income homeowners whose heaters are in need of immediate minor repairs (up to $2000). If the repair costs >$2000 the homeowner will be referred to PHDC Basic System Repair Program. Income guideline is 150% of poverty level.
Energy Coordinating Agency of Philadelphia (ECA)
ECA is a non-profit organization that provides energy counseling and education energy conservation and heater repair and replacement. Includes the Emergency Heater Repair Hotline (year-round program) for low-income homeowners.
