The Low Income Home Energy Assistance Program - LIHEAP is a federally funded seasonal program to help people who are low-income pay for primary or secondary heating costs once a program year. Homeowners and renters are eligible. LIHEAP is open during early winter. Applications are taken in Philadelphia County Assistance Offices and outreach locations. Once provided, applications are mailed to clients each year for reassessment and refunding. Applications may be mailed directly to applicant's home by calling the LIHEAP hotline. The application process takes at least two months; this is NOT an immediate service. Applicant must be responsible party that pays the heating bill.
