Homeowners Emergency Loan Program (HELP)

The Philadelphia Water Department administers this emergency loan program for water service line or sewer lateral repairs that are the responsibility of the homeowner. The program  provides a zero-interest loan to eligible water customers who have been issued a Notice of Violation/Defect for a defective water or drainage system. Applications/requests must be submitted over the telephone.

To report plumping problems, the homeowner should call 215-685-6300. This will trigger an inspection and potential citation of a violation, both of which are required to apply for assistance through the HELP program.

Program Guidelines:
1.   All repair work will be performed by pre-approved, licensed plumbing contractors.  
2.   Money loaned will be at zero interest rate with a period of 60 months for repayment.  
3.   The applicant must be the homeowner of record.  
4.   The homeowner must be in imminent danger of shut-off because of a plumbing violation and have received a Plumbing and Drainage Violation Notice issued by the Water Department.  
5.   The property's water bill must be current. Money owed cannot exceed more than two (2) billing cycles. If there is an arrearage (outstanding bill),  the payment agreement with the Water Revenue Bureau must be current for at least six months.  
6.   The property must be four (4) units or less and owner-occupied.  
7.   The property must have a water meter that works.
